教育部关于对中国政府奖学金本科来华 留学生开展预科教育的通知

各省、自治区、直辖市教育厅(教委),新疆生产建设兵团教育局,有关部门(单位)教育司(局),有关高等学校:
为保证中国政府奖学金本科来华留学生教育质量、提高奖学金使用效益,在试点基础上,依据《高等学校接受外国留学生管理规定》有关精神,决定自2010年9月1日起,对中国政府奖学金本科来华留学生新生在进入专业学习前开展预科教育,现就有关要求通知如下:
一、招生管理。我部委托具有丰富来华留学生教学、管理经验的高等学校承担预科教育任务;委托国家留学基金管理委员会秘书处负责协调有关预科教育的招生和管理等具体事务,组织制定预科教育必修课程和部分选修课程的教学大纲,组织编写教材和教学参考书,逐步建立考核学生学业成绩全过程的评定体系。
二、培养对象。由中国政府奖学金资助来华以汉语进行本科教育的留学生均须接受预科教育,但具备下列两类条件之一者可以申请免修:
1.以汉语作为学习语言完成中等教育的外国学生,申请时应附其毕业学校为其出具的中等教育阶段必修课程授课语言为汉语的证明。
2.已获得达到进入专业学校学习标准的HSK成绩的学生,申请时应附HSK证书复印件,HSK成绩的有效期原则上为两年。
三、培养总体目标。使学生在汉语言知识和能力、相关专业知识以及跨文化交际能力等方面达到进入我国高等学校专业阶段学习的基本标准。在完成预科教育之后,学生应具备如下知识和能力:
1.具备一定的汉语交际能力和跨文化交际的能力:初步了解中国文化和社会概况,运用学到的汉语言知识和技能解决日常生活中的基本问题的能力;掌握汉语基础词汇和基本语法点,掌握一定量的专业词汇和科技汉语的常用表达句式,在专业课课堂教学中使用汉语进行听、记、问的基本能力;借助工具书阅读中文专业资料的初步能力及进入专业学习时所需的相应的书面表达能力。
2.汉语言水平达到如下标准:理学、工学、农学、医学(中医药专业除外)、经济学、法学、管理学、教育学等学科专业不得低于HSK三级;文学、历史学、哲学及中医药等学科专业不得低于HSK六级。
3.具备一定的专业基础知识:理学、工学、农学、医学类预科学生应掌握专业学习所需的数学、物理、化学、生物、计算机等知识;经济学、法学、管理学、教育学应掌握专业学习所需的数学、计算机等知识;历史学、文学、哲学及中医药专业的预科学生应掌握专业学习所需的古汉语知识和计算机等知识。
四、学习年限。原则上为1-2学年。其中,对于无汉语基础的预科新生,理学、工学、农学、医学(中医药专业除外)、经济学、法学、管理学、教育学等学科专业预科教育原则上为1学年(40周);文学、历史学、哲学及中医药学科专业预科教育一般为2年(80周)。对于有一定汉语基础的预科新生,学习时间可适当调整。
五、课程设置及教学方式。采用强化教育方式,要坚持语言教学与专业知识教学相结合,以语言教学为主,以专业知识教学为辅。预科教育课程设置包括必修课和选修课两部分,两者的课时比例可根据各预科教育学校实际教学情况确定。
预科教育课程必须包括语言类、文化类、专业知识类和语言实践类。其中,语言类主要包括普通汉语和科技汉语(或商务汉语)两类,包括汉语综合课、听力课、阅读课、口语课、写作课和科技汉语阅读课、科技汉语听记课;文化类包括中国文化、中国社会概况、跨文化交际等课程;专业知识类包括数学、化学、物理、生物、古汉语、科技汉语(或商务汉语)和计算机基础知识等课程;语言实践类是指在学校课堂教学以外的语言实践、社会考察等教学活动。
预科教育第一学年不得少于1120学时,第二学年不得少于960学时。各类课程的学时分配比例大致如下:

承担预科教育的各高等学校应制订符合本地区、本校学生实际情况的教学计划,采取灵活多样的培养模式。
六、学生管理。举办预科教育的高等学校要按照《高等学校接受外国留学生管理规定》的要求,加强对预科学生的管理。学生在预科学习期间的表现作为奖学金评审和颁发结业证书的重要依据。
七、考核方式。预科教育将逐步实行主干课程全国统一考核标准。预科教育课程考核内容分为两部分,即汉语言能力测试和专业基础知识综合考试。
预科教育阶段学习结束,考核合格并通过中国政府奖学金年度评审的学生将获得所在学校颁发的预科教育结业证书,凭证书转入有关高等学校进行本科学习,无需再参加入学考试。
八、本科专业和学校选择。国家留学基金管理委员会秘书处负责定期组织预科教育学校和相关高等学校对接受预科教育的学生选择就学本科专业和学校进行指导。
九、接受了预科教育但未达考核标准的学生,将被取消享受中国政府奖学金资格,但可获得所在学校颁发的写实性学习证明。

Undergraduate Foundation Program
for International Students
under Chinese Government Scholarship Program

To Education Departments (or Education Commissions) of Provinces, Autonomous Regions, and Municipalities directly under the Central Government, the Education Bureau of the Xinjiang Production and Construction Corps, and Education Sections of other Departments concerned, higher education institutions concerned,
In order to ensure the education quality of international undergraduate students and to improve the effect of Chinese Government Scholarship Program, based on previous pilot projects, and in accordance with the Regulations over Admission of International Students of Higher Education Institutions (hereinafter referred to as the RAIS), the Ministry of Education of China (hereinafter referred to as MOE) decides to launch the Foundation Program since September 1st, 2009 for new international undergraduate students awarded with Chinese Government Scholarships before they begin their disciplinary courses. The specific requirements are as follows:
1. Enrollment and Administrative Duties
MOE entrusts higher education institutions (hereinafter referred to as the HEIs) with rich experience in international education to launch the Foundation Program. China Scholarship Council (hereinafter referred to as CSC) is entrusted by MOE to coordinate routine affairs, such as enrollment and management of the Foundation Program, to organize syllabus development of compulsory courses and certain optional courses of Foundation Program, to arrange the compilation of teaching materials and teaching reference books, and to gradually establish an evaluation system for the complete and dynamic assessment of the students’ academic performance.
2. Target Students
All international students with Chinese Government Scholarships who undertake undergraduate program taught in Chinese are subject to Foundation Program. However, those who
Either submit proofs issued by their secondary schools showing that Chinese is the instruction medium in the required courses of their secondary education,
Or hold copies of HSK Certificate (generally valid for two years) that confirm their meeting of the standards set for relevant disciplinary courses,
could be exempted from Foundation Program.
3. Overall Objectives
The Foundation Program is designed to prepare target students for their disciplinary studies in Chinese HEIs with a training focus on the improvements of students’ capability in the following three areas,
3.1 Communicative Competence in Chinese and in Cross-cultural Contexts
Basic Knowledge of Chinese culture and society;
Communicative skills in Chinese language to deal with daily life problems;
Basic Chinese vocabulary and grammar, and necessary vocabulary and common expression patterns in Chinese for Special Purposes;
Basic Chinese competence in listening, taking notes, and raising questions in class for disciplinary studies;
Basic reading skills of disciplinary materials in Chinese with the help of dictionaries and reference books, and necessary writing skills for disciplinary studies.
3.2 Chinese Proficiency
No less than Band 3 in HSK for students who apply for courses in science, engineering, agriculture, medical science (traditional Chinese medicine excluded), economics, law, management, and education;
No less than Band 6 in HSK for students who apply for courses in literature, history, philosophy, and traditional Chinese medicine.
3.3 Preparatory Knowledge for Disciplinary Studies
Knowledge of Mathematics, physics, chemistry, biology, computer science for science, engineering, agriculture, and medical science program applicants;
Knowledge of Mathematics and computer science for economics, law, management, and education program applicants;
Knowledge of Ancient Chinese and computer science for history, literature, philosophy, and traditional Chinese medicine program applicants.
4. Study Duration
Foundation Program usually lasts 1 to 2 years:
1 year (40 weeks) for students with no Chinese language skills who intend to take courses in science, engineering, agriculture, medical science (traditional Chinese medicine excluded), economics, law, management, and education;
2 years (80 weeks) for students with no Chinese language skills who intend to take courses in literature, history, philosophy, and traditional Chinese medicine;
Flexibility is available for students with certain Chinese proficiency.
5. Course Design and Teaching Mode
Foundation Program will be conducted in an intensified mode, focusing on Chinese language skills and complemented by basic disciplinary knowledge. Foundation Program consists of compulsory and optional courses, whose proportion will be decided by the HEIs which offer the above-mentioned program.
Foundation Program must include four components: language, culture, disciplinary knowledge, and language practice.
Language courses are composed of general Chinese and Chinese for special purposes, including such lessons as comprehensive Chinese, listening, reading, oral Chinese, Chinese reading in science and technology, and Chinese listening and note-taking in science and technology, etc. Culture courses involve Chinese culture, general introduction to Chinese Society, and cross-cultural communication. Disciplinary courses contain mathematics, chemistry, physics, biology, ancient Chinese, Chinese for science and technology (or Business Chinese), and computer science. Language practice refers to those extracurricular activities such as language exercises and social surveys.
The first year of Foundation Program shall include no less than 1,120 class hours, and 960 class hours for the second year.

In light of the actual conditions of students, HEIs offering Foundation Program shall formulate localized and campus-based teaching plans and teaching modes.
6. Student Administration
HEIs offering Foundation Program shall carry out administration according to the RAIS. Students’ performance during the Foundation Program period shall be a main factor for reviewing scholarship and awarding completion certificates.
7. Evaluation
Nationally unified evaluation criteria shall be gradually adopted for core courses in the Foundation Program, which mainly examine the students’ Chinese language proficiency and basic disciplinary knowledge.
Upon the completion of Foundation Program, students who have passed the examinations and the annual review of Chinese Government Scholarship will be awarded with certificates issued by the delivering HEIs. The certificates will guarantee the students a direct admission to relevant HEIs for undergraduate programs.
8. Selection of Undergraduate Program and HEIs
CSC regularly organizes HEIs offering Foundation Program and other relevant HEIs to advise students on selection of undergraduate programs and universities.
9. Students who have received Foundation Program but failed to pass the examinations shall be disqualified for Chinese Government Scholarship. Such students, nevertheless, may obtain proofs issued by the delivering HEIs that confirm their learning experience.
